As was updated earlier, despite best of our efforts, we were not able to get any written consent from a particular section of our sector. This stopped us from achieving ‘70% consent to the consortium’ criteria. After discussing it with DDA officials at Land Pooling – Pitampura office and planning division at Vikar Minar, we have submitted a written proposal on 19th of November, 2025, to further divide sector 7a into two parts, as, Sector 7a and Sector 7a Extn. We have written consent from around 70% landowners in the newly proposed sector 7a and have a good understanding with the most of the remaining landowners. Please refer the attached proposal, as presented to DDA, for more details.

Also, as informed earlier, the DDA is prioritizing land pooling implementation for Sector 8B of the P-2 Zone, to be presented as an example. They were the first to achieve 70% landowners’ consent for their consortium. We are of the opinion that once the policy is implemented in even a single sector, it will be considered successful and will encourage the reluctant landowners to participate.

As the Delhi Land Pooling Policy is unique in nature and is moving through stages of practical execution, several technical and procedural challenges emerged during implementation. Sector 8B, being the first sector to advance in the process, is where the DDA got to iron out these complexities.

For example, one such challenge relates to the 40% land that landowners must transfer to DDA. The land could first be transferred by landowners to the consortium — and then from consortium to DDA — or it could be directly transferred by landowners to DDA (will be a cleaner approach but could be more tedious). This includes determining what legal documentation will be required, who will bear the cost of such transfers, and how the land should be conveyed since different SPAs will utilise different portions for roads (approx. 12%), schools, and other public/semi-public facilities. Most such issues have been catered at the DDA’s end and they are progressing towards taking the final steps towards policy implementation in Sector 8b.

Once DDA successfully implements the policy in this Sector 8b, the process will become significantly easier to replicate across subsequent sectors, including our Sector 7A.

Also, on 6 November 2025, the LG approved a change of land use for 40.23 hectares of Sector 8b under the land pooling policy paving way for the policy implementation in the sector.

DDA officials have informed us that they are very close to making Sector 8B operational. Once this is done, it will mark the successful implementation of the policy and will make it easier for sectors like ours to obtain consent from the non-cooperating landowners in our sector.

How this benefits us:

  • It will establish the policy as successful.
  • All technical concerns up to the stage of policy implementation would have been addressed by the DDA, providing subsequent sectors with a clear and standardized SOP to follow.
  • It will restore stakeholders’ trust—including landowners who have been reluctant to participate so far. As landowners in other sectors, including ours, will be able to see tangible progress and outcomes, it will help consortiums in securing written consents faster.
  • It will strengthen institutional capacity, as the DDA and related departments will gain practical experience and refine their processes.
  • It will enhance investor confidence, potentially attracting private sector participation and hence improving the land costs.

As you may be aware, the BJP has replaced AAP in Delhi. This political change has raised hopes among stakeholders involved in the Delhi Land Pooling initiative, as it is expected to resolve the earlier friction between the Delhi Government and the Centre. Since then, we have been engaging with ministers and DDA officials to help expedite the process.

We have met multiple times with Shri Yogender Chandolia (Member of Parliament, North-West Delhi), whose constituency includes the P2 zone. We briefed him on the current situation and what we expect from the Centre to move forward. During our initial meeting, he assured us that he would coordinate with the DDA and other relevant authorities. In a subsequent meeting, he informed us that officials are working on the matter and that visible progress should be expected in the next couple of months. Similar updates have been shared by various sources, indicating that work is underway on Delhi’s Master Plan and Land Pooling Policy, incorporating the suggestions received so far. These developments are likely to be tabled at the appropriate forums soon, and we have been told to anticipate tangible outcomes within 2–3 months.

Additionally, we were invited by the DDA to discuss the progress of Sector 7A on several occasions. In a meeting held a couple of weeks ago, we presented all necessary paperwork and maps highlighting the groundwork completed by the consortium to date. We emphasized that more landowners are likely to join the consortium once they see a positive and concrete response from the Centre. We also submitted proposals to reduce the sector size, which would help us surpass the 70% participation threshold. The officials appeared convinced and advised us to take the matter up with the Planning Department.

We have also been attempting to meet Smt. Kamaljeet Sehrawat (Member of Parliament, West Delhi). While her office has assured us of a meeting, the date and time are yet to be confirmed. We plan to approach the DDA Planning Department once this meeting has taken place. Efforts are also being made to establish contact with Shri Manohar Lal Khattar, Minister of Housing and Urban Affairs (MoHUA).

We will appreciate any support from our members in any of the areas mentioned above.

As you would know, BJP has retained all 7 Lok Sabha seats of Delhi in the 2024 elections. We will be trying to work with the North-West Delhi MP, Sh. Yogender Chandolia and the West Delhi MP, Smt. Kamaljeet Sehrawat.

Also, the Ministry of Housing and Urban Affairs has gone to Sh Manohar Lal Khattar. We will be trying to raise the issue of pending bills/notifications with him too.

Further, we have not been able to obtain written consent from the remaining landowners, as it seems they prefer to wait for notifications from the government before committing to the consortium in writing.

On the matter of whitepaper, we were approached by the members that they were not able to raise the intended amount and wanted the Society to pitch in. Since the Society had agreed to the whitepaper work on member’s demand, during the last AGM, we agreed to reimburse them for the partial cost.

I would also like to thank you all for supporting us in conducting the Society’s 10th Annual General Body Meeting, held on the 30th of Dec, 2023, successfully. 

Highlights of the meeting are as follows: 

Meeting began with my opening remarks. Some of the highlights of the speech were:  

  1. The notice for Sector 7A was released on 6th of April, 2023.
  2. Consortium (a company limited by Guarantee and not having share capital) by the name of ‘Genesis Smart City Development Cosmopolitan’, for Sector 7A of P-II Zone was registered on 11th day of July, 2023.
  3. Sector’s / Consortium’s website (www.gscdc.in) was made operational to make processes transparent and efficient for the participating landowners.
  4. DDA put sector-wise Boards at multiple locations in P-II Zone. Boards for Sector 7A were put up in consultation with us. 
  5. We have received the consent to authorize the consortium from the majority of landowners and are awaiting the policy in regards to the remaining landowners to achieve the contiguity in our sector.
  6. We prepared a legal agreement (contract agreement, named ‘Landowners Agreement’) for all the landowners of the sector to sign to get them legally committed to the Consortium. 
  7. This agreement will provide consortium, and in turn, DDA, with legal rights to a minimum of 40% of the land of the participating landowners to be utilized for the purpose of roads and infrastructure within the Sector.
  8. Notification of MPD 2041 and amendments to Land Pooling and DDA Act are expected soon.  

Balance Sheet, Income and Expenditure Report, Audit Report, etc, for the year 2022-23 were shared, discussed and approved.

The reappointment of statutory auditors was discussed and the management was empowered to continue with the present auditors for the year 2023-24. On suggestion of a member, it was resolved that change of current Auditors of the Society will be kept under consideration for a later stage once the financial activities will pick up.

Minutes of the last AGM held on the 31st of December, 2022 were read. 

Since no nominations were received for the Society elections and no member, present during the AGM, showed interest to participate in the Society elections or to replace the existing governing body, the existing Governing Body was given an extension for another term with everyone’s permission.

Thereafter, we resumed our discussion on the ongoing processes and what could be expected from the year to come.   

On request of some members, it was resolved that

  1. Land visit will be organized for members sometime this year.
  2. A white paper will be issued in regards to the land held by the Society.

Thereafter meeting was concluded with everyone’s permission after vote of thanks from Mr Sameer Mahajan.

Dear All,

We are glad to update that after trying all alternate available routes we were finally able to register the Consortium (a company limited by Guarantee and not having share capital) by the name of ‘Genesis Smart City Development Cosmopolitan’, for Sector 7A of P-II Zone. Landowners of the Sector and the DDA have been updated regarding the same.  

We had prepared a legal agreement (contract agreement, named ‘Landowners Agreement’) for all the landowners of the sector to sign to get them legally associated with the Consortium. The same was also sent to DDA (Pitampura and Vikas Sadan, INA offices) for review. After discussing the contents of it with farmers and some other landowners and getting inputs from possible sources (lawyers, company secretaries, etc.), we finalized its language and have started getting individual copies signed. Society President, Mr. Dipender Jain, has been appointed as the Chairman of the Consortium and is authorized to sign the agreement from the Consortium’s side. The Landowners are also being registered on the Consortium’s website (www.gscdc.in), which has now been made operational. 

Some notification(s), and amendments in regards to land pooling were expected by around September this month, which comprised of Notification of MPD-2041, an amendment to the DDA Act of 1957 (to include changes related to Land Pooling, redevelopment, etc., to the DDA’s by-laws) and some specific changes to the Land Pooling Policy, to make it more lucrative for the DE(s), such as, increase in FAR, changes regarding EDC, etc. One other important feature being expected from the Parliament in regard to the Delhi Land Pooling Policy is making participation compulsory for remaining landowners once 70% participation is achieved in a Sector, so as to achieve contiguity, which is a must for efficient planning of the Sector. 

We have already received consent for the consortium from over 50% of landowners. By getting the ‘Landowners Agreement’ signed we are fulfilling the prerequisite for the consortium to get into an agreement with the DDA, for the development of the Sector. It will take some convincing on our/Consortium’s part to get individual landowners to sign the agreement. By the time govt may bring in the above-mentioned changes, including the law to make it compulsory for the remaining landowners, we are hopeful of getting it signed by the majority of the landowners.  Please revert with any suggestions that you may have in this regard.

Below are the latest updates on Consortium / Land Pooling work for our Sector 7A (P-II Zone):

As on Consortium registration front, because of several technical issues with the new MCA (Ministry of Corporate Affairs) V3 Portal, the consortium / company registration work is getting hampered. Our Company Secretary and lawyers are working with their customer care representatives to get them resolved as early as possible.

Also, since the three months window for consortium work is coming to an end, we have filed for an extension for the same.

Many senior DDA officials including Vice-Chairman, Principal Commissioner, Commissioner – Planning, visited P-II zone (mostly around our sector) few weeks back. They visited the areas marked for construction of major roads, such as, UER-II & I, areas occupied by unauthorized colonies and farm-houses and other road-blocks. Thereafter, they had a meeting with the PM in regards to the progress been made on the Delhi Land Pooling.

Several new features are being expected to be introduced to the land pooling policy by the central government in the next 2-3 months to cater to issues of the non-participating farmers / landowners and to bring them into the policy so as to achieve contiguity.

Besides, DDA has put sector-wise Boards at multiple locations in P-II Zone. We would like to inform that in consultation with us, they have put up boards for Sector 7A too.

DDA has also initiated measurement of arterial roads and the new ring-roads (Urban Extension) and have started to clear out unauthorized constructions in the P-II Zone.

As was informed, the notices were served for 3 sectors which did not include ours. Our sector is on the list of 5-6 sectors which are to be released next. We should have received the notice by now but some of the sectors from that list approached DDA to get their sectors sub-divided. We too are working on similar lines. We are trying to get our sector divided into two for better manageability.  

Also, there is a technical issue of getting the land mutation done for the landowners who passed away before getting their land vetted with the DDA’s revenue department. A few years back, on our suggestion, they had agreed to accept an affidavit from the surviving family members for such cases. But during vetting, they found the willful omission of names of the legal heirs and hence the DDA was forced to rethink the whole issue and come up with a more robust and reliable process. They are working on it as of now. Till then some of the cases in our sector are also stuck from getting vetted. We are working to get that resolved at the earliest.  

In the meanwhile, Setor 3 of P2 zone has submitted the proposal to form the consortium. DDA is currently reviewing the application. The notice period has been extended further for the remaining 2 sectors and notices for another Sector 8(b) of P2 zone, which is also our neighbouring sector and shares the east side boundary, has been released this month. We are hoping for it to become an example sector since it is very small and has very few landowners.  

We needed one such sector, as was also suggested to the ministry (MoHUA), by us, a while back. It is hard to explain the documents and steps to a large number of participants, especially, when there is no existing example to be followed. So a sample sector was needed to set a precedence which will make it easier for the participants to understand the SOP and accept it more readily. This will also pave the way for the land pooling model in the whole of the country.  

We are progressing with the work in our sector. Still, since no other society or builder of our sector is coming forward to help (monetarily or otherwise), we are left with no option but to take up the responsibility of all the sector-related work on ourselves. 

The website of our sector is almost ready. The vanilla version of it can be viewed at www.cdedelhi.com/p2s7 (where p2 is for Zone-P2 and s7 is for Sector 7). We are hit with a technical snag and are working with all available resources to get it resolved at the earliest. Once we get it resolved, we will be launching it officially to the landowners and the DDA officials.

Below are the updates as of today: 

Per discussion with us, DDA conducted a series of meetings in the villages to discuss the SOP for taking things forward and raising the landowners’ awareness and trust. 

The consortium formation modalities, the External development charge issue, land sub-division, and the ground-level implementation of the policy were discussed at these public meetings. 

Also, per our suggestion, DDA officials surveyed the villages to put DDA boards/hoardings declaring these lands to be a part of the DDA’s Land Pooling. The areas were identified and DDA would soon start their installation in phases. 

Per the latest reports, the work on UER-II (Ring Road-3), which forms the north side boundary of our sector, is expected to get completed by August, next year. 

DDA is working on the consolidation for the release of the next set of sectors. It is expected to get completed soon. As has been informed earlier, our sector is part of this list.  

Our team is also working on creating the website for our sector. This website will be at the core of implementing the SOP for consortium formation, land re-distribution etc. 

LG, Mr Vinai Kumar Saxena, chaired a meeting of DDA’s revenue department on the 27th of July and directed them to expedite work on the formation of SOP for implementation of the policy and have asked to apprise him of the action taken on this within 3 days.
