As was updated earlier, despite best of our efforts, we were not able to get any written consent from a particular section of our sector. This stopped us from achieving ‘70% consent to the consortium’ criteria. After discussing it with DDA officials at Land Pooling – Pitampura office and planning division at Vikar Minar, we have submitted a written proposal on 19th of November, 2025, to further divide sector 7a into two parts, as, Sector 7a and Sector 7a Extn. We have written consent from around 70% landowners in the newly proposed sector 7a and have a good understanding with the most of the remaining landowners. Please refer the attached proposal, as presented to DDA, for more details.

Also, as informed earlier, the DDA is prioritizing land pooling implementation for Sector 8B of the P-2 Zone, to be presented as an example. They were the first to achieve 70% landowners’ consent for their consortium. We are of the opinion that once the policy is implemented in even a single sector, it will be considered successful and will encourage the reluctant landowners to participate.

As the Delhi Land Pooling Policy is unique in nature and is moving through stages of practical execution, several technical and procedural challenges emerged during implementation. Sector 8B, being the first sector to advance in the process, is where the DDA got to iron out these complexities.

For example, one such challenge relates to the 40% land that landowners must transfer to DDA. The land could first be transferred by landowners to the consortium — and then from consortium to DDA — or it could be directly transferred by landowners to DDA (will be a cleaner approach but could be more tedious). This includes determining what legal documentation will be required, who will bear the cost of such transfers, and how the land should be conveyed since different SPAs will utilise different portions for roads (approx. 12%), schools, and other public/semi-public facilities. Most such issues have been catered at the DDA’s end and they are progressing towards taking the final steps towards policy implementation in Sector 8b.

Once DDA successfully implements the policy in this Sector 8b, the process will become significantly easier to replicate across subsequent sectors, including our Sector 7A.

Also, on 6 November 2025, the LG approved a change of land use for 40.23 hectares of Sector 8b under the land pooling policy paving way for the policy implementation in the sector.

DDA officials have informed us that they are very close to making Sector 8B operational. Once this is done, it will mark the successful implementation of the policy and will make it easier for sectors like ours to obtain consent from the non-cooperating landowners in our sector.

How this benefits us:

  • It will establish the policy as successful.
  • All technical concerns up to the stage of policy implementation would have been addressed by the DDA, providing subsequent sectors with a clear and standardized SOP to follow.
  • It will restore stakeholders’ trust—including landowners who have been reluctant to participate so far. As landowners in other sectors, including ours, will be able to see tangible progress and outcomes, it will help consortiums in securing written consents faster.
  • It will strengthen institutional capacity, as the DDA and related departments will gain practical experience and refine their processes.
  • It will enhance investor confidence, potentially attracting private sector participation and hence improving the land costs.

As you would be aware, after getting consent from over 70% landowners with the expression of willingness to participate under Land Pooling, our sector was notified to form a consortium and get consent from atleast 70% of the landowners for the consortium while ensuring contiguity. We were able to convince a good number of landowners to give consent to our registered consortium but we fall short of achieving 70% mark. We had been trying to get the remaining landowners onboard, and even though majority of these remaining landowners are in agreement with us, but till date they have been reluctant in giving anything in writing.

Also, after the new govt formation in Delhi, we had been trying to meet with the MPs and ministers in Delhi Govt to help us expedite the process. We were assured that the work on the policy is progressing at DDA’s side and we should soon be able to see its ground effect, but we were not able to get their attention towards our concerns/suggestions.

In a previous landowners meeting, held a few months back, we informed all that if the remaining landowners fail to give their consent, then as a last resort, we will propose DDA to further divide our sector. We have now begun discussions with DDA’s Land Pooling (Planning) officials to subdivide sector 7a, further. We are close to 70% participation in the proposed sector 7a-1. We have in principle agreed to acquire the remaining land in accordance with the policy to achieve contiguity. In our meeting on 25th of September, with DDA’s add commissioner, DDA has requested us to submit a detailed written proposal for the same.

As of now, DDA is prioritizing implementation of the policy in another sector (Sec 8b) of P-II Zone. There is a belief that once the policy is implemented in any one sector, it will be easier to convince the landowners of remaining sectors to become part of the policy. They are in advanced stages of implementation in that sector. DDA is hoping to grant approval to that sector in next 2-4 weeks. They have suggested us to wait till then with our proposal to sub-divide the sector.

We have drafted the proposal with all technical details while complying with DDA’s SOP on sector division. As per DDA officials suggestion, we will wait for next few days to check on the progress of the sector DDA is working upon (Sec 8b) and will thereafter submit it for their consideration and approval.

Please find below the latest updates as of today:

As you may be aware, the BJP has replaced AAP in Delhi. This political change has raised hopes among stakeholders involved in the Delhi Land Pooling initiative, as it is expected to resolve the earlier friction between the Delhi Government and the Centre. Since then, we have been engaging with ministers and DDA officials to help expedite the process.

We have met multiple times with Shri Yogender Chandolia (Member of Parliament, North-West Delhi), whose constituency includes the P2 zone. We briefed him on the current situation and what we expect from the Centre to move forward. During our initial meeting, he assured us that he would coordinate with the DDA and other relevant authorities. In a subsequent meeting, he informed us that officials are working on the matter and that visible progress should be expected in the next couple of months. Similar updates have been shared by various sources, indicating that work is underway on Delhi’s Master Plan and Land Pooling Policy, incorporating the suggestions received so far. These developments are likely to be tabled at the appropriate forums soon, and we have been told to anticipate tangible outcomes within 2–3 months.

Additionally, we were invited by the DDA to discuss the progress of Sector 7A on several occasions. In a meeting held a couple of weeks ago, we presented all necessary paperwork and maps highlighting the groundwork completed by the consortium to date. We emphasized that more landowners are likely to join the consortium once they see a positive and concrete response from the Centre. We also submitted proposals to reduce the sector size, which would help us surpass the 70% participation threshold. The officials appeared convinced and advised us to take the matter up with the Planning Department.

We have also been attempting to meet Smt. Kamaljeet Sehrawat (Member of Parliament, West Delhi). While her office has assured us of a meeting, the date and time are yet to be confirmed. We plan to approach the DDA Planning Department once this meeting has taken place. Efforts are also being made to establish contact with Shri Manohar Lal Khattar, Minister of Housing and Urban Affairs (MoHUA).

I would like to express my gratitude to all of you for your support in ensuring the successful conduct of the Society’s 11th Annual General Body Meeting, held on December 7th, 2024.

Highlights of the meeting are as follows:

Meeting began with my opening remarks. Some of the highlights of the speech were:

  1. Summary from past year.
  2. Challenges faced/Process involved with working with the landowners.
  3. Steps taken to convey suggestions/concerns, regarding the policy, at the highest level.
  4. Further changes to be suggested in regard to Sector’s map, to the DDA. 
  5. Working steps for coming year.

Balance Sheet, Income and Expenditure Report, Audit Report, etc, for the year 2023-24 were shared, discussed and approved.

It was informed that per the suggestion from a member from past year’s AGM, the existing auditors were replaced for the financial year 2024-25. The same was discussed and approved.

Minutes of the last AGM held on the 30th of December, 2023 were presented. 

Thereafter, we resumed our discussion on the ongoing process and what could be expected from the year to come. The forum was thereafter opened to the members for further queries/concerns.  

During the discussion, it was informed that on request of some of the members, an additional agenda was adopted in the 9th AGM of the Society, held on 31st December 2022, to incorporate an exit policy.

It was reiterated that once the Sector work is completed and the process proceeds to the next stage, members will be provided with the option to either continue their membership or place it on hold until they get to transfer it to some new member.

Thereafter meeting was concluded with everyone’s permission after a vote of thanks from Mr Sameer Mahajan.

As has been mentioned before, to submit the sector with DDA for sector planning, we need to get consent to the consortium (GSCDC, a private limited company registered through us) from atleast 70% of the sector’s landowners (plus some safety buffer). So far we have received consent from around 55% of them. We are in talks with some of the remaining landowners owning around 20-25% of the land. As soon as we receive the consent for around 15-18% more land, we will be moving forward with submission of the same.

We all need to understand that this process comprises of individual landowners (farmers, investors, societies, builders) getting into agreement with a private entity (the consortium), unknown to them, handing over atleast 40% of their land rights, agreeing to pay for the costs, and allowing this private entity to take decisions on their behalf.

Also, since this sort of collaboration is a first of its kind, there is no existing legal agreement present. They need to trust and agree to the legal language drafted by us. The enrollment of every new landowner with the consortium raises the trust factor and makes it easier for us to bring in the remaining ones. But still, it requires us to work with them individually, giving each ample amount of time, for them to know us and in time develop trust in us. This requires huge amount of efforts. Hence the progress had been slow but steady and in the right direction.

In the meanwhile, in a recent meeting of stakeholders, it was decided that a proposal will be presented to DDA’s Land Pooling Division to remove parts of Sector 7a where landowners have yet not shown interest in working with the Sector’s consortium.

We will be preparing two proposals for the same. First one will comprise of removing around 25 acres of land, and second one will be comprised of removing additional 20-25 acres more.

We will try to work with the remaining landowners for 3-4 more weeks, and based on the outcome, we will present DDA officials with one of the two proposals.

Also, we sent some suggestions to PMO and Secretary (MoHUA), which were later forwarded to the VC, DDA and were then taken into consideration. We will be meeting with the MP, Sh. Yogender Chandolia to discuss over the same in-person.

As you would know, BJP has retained all 7 Lok Sabha seats of Delhi in the 2024 elections. We will be trying to work with the North-West Delhi MP, Sh. Yogender Chandolia and the West Delhi MP, Smt. Kamaljeet Sehrawat.

Also, the Ministry of Housing and Urban Affairs has gone to Sh Manohar Lal Khattar. We will be trying to raise the issue of pending bills/notifications with him too.

Further, we have not been able to obtain written consent from the remaining landowners, as it seems they prefer to wait for notifications from the government before committing to the consortium in writing.

On the matter of whitepaper, we were approached by the members that they were not able to raise the intended amount and wanted the Society to pitch in. Since the Society had agreed to the whitepaper work on member’s demand, during the last AGM, we agreed to reimburse them for the partial cost.

I would also like to thank you all for supporting us in conducting the Society’s 10th Annual General Body Meeting, held on the 30th of Dec, 2023, successfully. 

Highlights of the meeting are as follows: 

Meeting began with my opening remarks. Some of the highlights of the speech were:  

  1. The notice for Sector 7A was released on 6th of April, 2023.
  2. Consortium (a company limited by Guarantee and not having share capital) by the name of ‘Genesis Smart City Development Cosmopolitan’, for Sector 7A of P-II Zone was registered on 11th day of July, 2023.
  3. Sector’s / Consortium’s website (www.gscdc.in) was made operational to make processes transparent and efficient for the participating landowners.
  4. DDA put sector-wise Boards at multiple locations in P-II Zone. Boards for Sector 7A were put up in consultation with us. 
  5. We have received the consent to authorize the consortium from the majority of landowners and are awaiting the policy in regards to the remaining landowners to achieve the contiguity in our sector.
  6. We prepared a legal agreement (contract agreement, named ‘Landowners Agreement’) for all the landowners of the sector to sign to get them legally committed to the Consortium. 
  7. This agreement will provide consortium, and in turn, DDA, with legal rights to a minimum of 40% of the land of the participating landowners to be utilized for the purpose of roads and infrastructure within the Sector.
  8. Notification of MPD 2041 and amendments to Land Pooling and DDA Act are expected soon.  

Balance Sheet, Income and Expenditure Report, Audit Report, etc, for the year 2022-23 were shared, discussed and approved.

The reappointment of statutory auditors was discussed and the management was empowered to continue with the present auditors for the year 2023-24. On suggestion of a member, it was resolved that change of current Auditors of the Society will be kept under consideration for a later stage once the financial activities will pick up.

Minutes of the last AGM held on the 31st of December, 2022 were read. 

Since no nominations were received for the Society elections and no member, present during the AGM, showed interest to participate in the Society elections or to replace the existing governing body, the existing Governing Body was given an extension for another term with everyone’s permission.

Thereafter, we resumed our discussion on the ongoing processes and what could be expected from the year to come.   

On request of some members, it was resolved that

  1. Land visit will be organized for members sometime this year.
  2. A white paper will be issued in regards to the land held by the Society.

Thereafter meeting was concluded with everyone’s permission after vote of thanks from Mr Sameer Mahajan.

As was informed earlier, some notification(s), and amendments in regards to land pooling were expected by around September, which comprised of Notification of MPD-2041, an amendment to the DDA Act of 1957 (to include changes related to Land Pooling, redevelopment, etc., to the DDA’s by-laws) and some specific changes to the Land Pooling Policy, to make it more lucrative for the DE(s), such as, increase in FAR, changes regarding EDC, etc. One other important feature being expected from the Parliament regarding the Delhi Land Pooling Policy is to make/clarify policy on the remaining landowners once 70% participation is achieved in a Sector, to achieve contiguity, which is a must for efficient planning of the Sector.  

In October, Khap of around 360 villages of Delhi, backed by the Societies, started agitation with the intent of putting pressure on LG / Central Govt for immediate notification of Master Plan 2041 (also being pursued by the Supreme Court) and to finalize work on other amendments in regards to Delhi Land Pooling at the earliest. They were informed by senior ministers/officials that the files are with the PMO and will soon be released/notified. 

We are waiting on them and as was our understanding previously, the timing of the above notification/amendments is being affected by the fact that the country will go for the Lok Sabha elections in the early next year. 

In the meantime, we are keeping all the landowners of the sector in the loop by having frequent meetings with them. We have already received the consent to authorize the consortium from the majority of landowners. We are just awaiting the policy in regards to the remaining landowners to achieve the contiguity in our sector. 

Also, as was informed earlier, we have initiated a future activity of getting contract agreements signed by the landowners of our Sector for them to legally transfer the rights of a minimum 40% of their land to the consortium for roads and other infrastructure. We have already got it signed by some landowners and have shared the draft with the rest. In cases where the landowner is a Company or any other registered organization, we are having meetings with their management and their legal team to help them understand the content of the agreement and to handle their concerns. We are making good progress on that part.
