Regn. No. District Shahdara/Society/170/2013
For family, friends and colleagues

Below are the updates so far:

Delhi Development Authority (DDA) approved the Master Plan of Delhi (MPD), which has now been renamed from MPD-2041 to MPD-2047, in the presence of its chairman, Lieutenant Governor T S Sandhu. The plan was originally expected to be implemented around 2021-23 following the expiration of MPD 2021. After approval from DDA, it was forwarded to the Ministry of Housing and Urban Affairs for notification. The Master Plan for Delhi 2047 (MPD-2047) was officially notified on August 20, 2026, by the Ministry of Housing and Urban Affairs.

  1. Important points from Master Plan 2047:

The approved Master Plan for Delhi (MPD 2047) places a strong emphasis on land pooling as a primary mechanism for urban expansion and planned residential development.

Key policy alignments incorporated under MPD 2047 include:

a) Introduction of development through Town Planning Schemes (in addition to existing concept of assembly of land by group of landowners).

b) Willingness to adopt any other model to be stipulated in Regulations.

c) The proposal for allowing sectors as small as 50 acres has been incorporated in MPD.

d) DDA may have more say in the policy. They shall act as main anchor for preparation of schemes and development of all roads, parks & playground, utilities, services, social infrastructure, social housing etc.

e) Harmonizing land pooling sectors with major transport infrastructure, specifically along major arterial corridors like the Urban Extension Road II (UER-II).

f) Dependent & Sector-Level Frameworks: DDA is currently fine-tuning subsidiary frameworks, including the LDA, Housing Development Area (HDA) rules, and infrastructure development cost structures to ensure seamless integration around the UER-II belt.

NB: All procedures and other terms & conditions etc shall be detailed out as part of the Regulations that will be drafted in consultation with stakeholders.

  1. Ongoing Stakeholder Consultations & Pending DDA Act Amendments

Following the public reviews and notification of MPD 2047, the DDA has engaged in extensive, multi-level consultations with key stakeholders. They are planning to hold around 20 such meetings covering all major stakeholders. So far they have conducted around 7 such meetings. These include prominent industry bodies (e.g., CREDAI, NAREDCO), urban planners, architects, legal experts, and land representatives.

Crucially, the following regulatory refinements are being finalized:

a) Amendments to the Delhi Development Act, 1957: Proposed legislative amendments are under process to introduce legal mandates for mandatory land pooling in fragmented sectors, resolving contiguity challenges, and granting the DDA statutory powers to enforce sector consolidation.

b) Policy Addendums: Incorporating real-time developer, planner, and landowner feedback to create clearer timelines, equitable development rights, and transparent infrastructure charge models.

  1. Current Pause on DDA Consortium Registration Activities

In light of these comprehensive policy consolidations, the DDA has temporarily placed consortium-related procedures and registrations on hold.

This administrative pause is designed to ensure that:

a) No Fragmented Registrations Occur: Consortiums are not registered under outdated or interim rules that might conflict with the final notified MPD 2047, amended DD Act and updated Regulatations.

b) Standardized Regulations: All sector plans, contiguity norms, and developer entity (DE) requirements are fully synchronized before official consortium approvals are formally finalized.

Also, in a separate development, the Ministry of Housing and Urban Affairs (MoHUA) has been bifurcated into two new departments – the Department of Capital Development (DCD) and the Department of Urban Development. The Department of Capital Development (DCD) will now be responsible for managing Delhi and the NCR, including agencies like the Delhi Development Authority (DDA), CPWD, and DMRC. Its mandate will include the implementation of the Delhi Master Plan.

What This Means for Our Society

While this ongoing process requires patience, it is a crucial step toward protecting landowner rights and ensuring long-term project feasibility. The groundwork we have completed — including land aggregation, signed consents and agreements — remains secure and positions us ahead of the curve once DDA finalizes the Regulations/Amendments to the existing Regulations and continues with the sector implementation work under the finalized MPD 2047 framework.

We continue to actively monitor all official DDA notifications and public releases. As soon as the DDA resumes consortium activities post-consolidation, we will immediately initiate the next procedural steps.
